Doesn't that count as the count? Because the tempo is constant. Or am i wrong and the count is considered the tempo.

Not at all. Just because they switch from 8th not offs to 1/4 note off beats doesnt mean the entire tempo changes.

No, it was the original Squirrel Nut Zippers versions. I just watched the Pilot for Dead Like Me and they play it twice in that episode. Pretty sure that episode is older than the Streetlight version anyways.
