By talking about the spy & her possible career, and speaking of her as a misused agent for a powerful international empire on the wane (a sort of She-"Bond"), they make a subtle tongue in cheek joke about their homeland,,,(read the wiki on the real Valerie Plame Wilson), But this is The Decemberists! At bottom, this is a silly love ode from a smitten boy to a very complicated older woman, and that's why I love this! =D
