I've heard her explain that this is referencing a Roman Polanski movie, starring Catherine Deneuve, told from the point of view of the (quite fragile) character, breaking under the strain of mistreatment/life. (Look up "TCM Podcast--Suzanne Vega (Movie Promo) February 2012", or click on it in my channel's favorites list--it's #141.) Her clipped, staccato delivery and cooly unhinged music convey the intended effect of fragmentation and dissociation quite effectively.
