Agreed, Joy Division were the first I was aware of that did it deliberately for effect for example 'Decades'. OMD also did it a lot on their early records...try 'Sealand'

As a whole, I think Lopatin has his own thing going but this is by far his most BOC-like track. And I didn't intend to make any connection between the two with this old homemovie but you're pretty limited with public domain video.
