Yes, that is them. My understanding is that it's off their lost second album, when they still had this sort of sound. It was a very young Justin singing, and Iain Harvie was with them, but the other two members had changed by the Waking Hours album.

Years ago I napsterized a song called "Out in the Wind" which said it was performed by Del Amitri. Does anyone know this, because I cant find it on any Del CDs, and this sounds more like "Out in the Wind" than any other Del Amitri song. Was it even Justin singing this or was it another band member?

FINALLY! The Dels are so under rated. And in their already under rated body of work this album gets over looked. That's a crime. This is pure gold. There are some naive bits lyrically, sure, but that is part of it's charm. Thank you for posting this. Post more and I will spread the word!
