My bad, though he's using a different tuning, if you just tune the G to an F# and capo on 2 it will sound right.

He is using the baritone tuning. Tune your 6th string (the thickest) down to the pitch of C. Then tune the rest of your strings in relation to the low C. The pitches should be C,F, B flat, E flat, G, C. As far as the chord changes he uses the ones found in the Neil Young Anthology Easy Guitar book with a couple of small changes. On the studio version from Borrowed Tunes II he uses the same tuning but a half step higher. Hope this helps.
