Galician pipes. Though the musical form of the Basque in terms of rhythm is strangely familiar as is that of the Portuguese. Though, the later isn't really surprising since the Portuguese and the Galicians are essentially the same. shhhh don't tell anyone.

Considering how the Scots came from Ireland, why would it be a surprise? Though the uilleann's seemed to be developed later. There are 3 types of pipes found in Ireland. People who are under the impression that they solely existed in Scotland/Ireland are misinformed. Nor can it be firmly said that they originated there either as similar instruments ("bag pipes") can be found in the other 5 Celtic nations as it appears to be something that has been with the "Celts" for quite long time.

You're talking about the age of the entire group of instruments; there are multiple kinds. In my family there is a bit of a divide; I like the uilleann pipes better and my sister likes the highland pipes. However, we never argue about which was first; it is established fact and doesn't bear bashing, as Germungus said. It's simply a matter of taste, and the arguments are simply a matter of stuck-in-a-rut thinking.
