Sorry, but you don't know what you're talking about. Buzzcocks formed in early1976. They were involved in setting up the first Sex Pistols concert in Manchester. They supported the Pistols in the summer of 1976 when most people still had no clue what punk rock was. They released the first British "independent" single, Spiral Scratch which was the THIRD punk single released in the UK. All before Stiff Little Fingers, Crass, and most of the bands you mention had even formed.
