I do believe that this song is about racism on both 'sides'. However I don't think Ray is being 'anti-black' as many first assume. I mean, he's inspired by artists like Big Bill Broonsy for goodness sake.

I looked this up. They weren't banned forever.Following a mid-year tour (1964?) of the United States, the American Federation of Musicians refused permits for the group to appear in concerts there for the next four years, effectively cutting off The Kinks from the main market for rock music at the height of the British Invasion. Although neither The Kinks nor the union gave a specific reason for the ban, at the time it was widely attributed to their rowdy on-stage behaviour.

I'm always torn over this song. On the one hand, it feels like the kind of satire you hear in Randy Newman's "Short People," on the other ...what else has he said about race? I'm really asking, not trying to make a rhetorical point. I just don't know. I do think it's to Ray's credit to make an ambiguous song like this.
