Ivan Timofeev "neica mândruţa" means something simmilar to: my dear , "neica" is for "you" but it's not used verry often nowadays, and "mândruţa" is a diminutive for "mandra" that means proud but it's used in this context associated with the other term "neica" as a term of afection for a female person
