I believe this was the band just jamming, and had the tape running, but the song was never seriously considered for release. That said, it is a rare gem and did deserve release as a bonus/anthology track!

@blue84able ooh, I might have a problem with that first statement :DDD I'm quite a huge ELO fan myself. but I didn't know about this song either. y'know what? it's a wide world. there are a lot of extreme ELO fans...I haven't met another one in real life, sadly. but hey, we're the lucky ones, right? we know about this awesome music!!!

I believe you might be right. I have a compilation double CD called Early ELO 1971-1973 which was released in the UK in 1991. That said, I never really warmed to this track. If all groups have one track that doesn't sound anything like what you'd normally expect from them, then this is ELO's track.
