The Old Testament also enforced "welfare" by law. Farmers were required to leave the edges of their fields for the poor to use and if you were picking grain and some fell on the ground you couldn't pick that up either. Whenever you hear of Ruth or others gleaning in the fields that is the action they are taking, picking up grain that was dropped or left on the edges of the field. Giving alms was also a legal requirement.
