Originally written in 1994 as a response to U.S. President Bill Clinton and Russian President Boris Yeltsin signing the Kremlin accords, which stopped the preprogrammed aiming of nuclear missiles toward each country's targets, and also provided for the dismantling of the nuclear arsenal in Ukraine., For reasons unknown, The Art of Progress was shelved until 2012 for public release.
