Tionne said herself that Lisa only sang on "Waterfalls". That's Debra Killings vocals on the part you're referring to. The album credits state who's singing the backing vocals.

Lisa did not sing on any TLC record except "Waterfalls." Someone asked Tionne on Twitter and she confirmed it. The backing vocals on the original recording are credited to T-Boz, Chilli, Debra Killings, and Bebé (who I think is Babyface using an alias).
