That's JJ singing. He sang it on the Raven as well but through a vocal harmoniser. It's not weird enough for Dave who has a far more edgy voice. Listen to Genetix or Dead Ringer and you'll see what I mean.

I saw them live at the Rainbow theatre in London in 1981 and they did play this song, but the vocals where distorted just as in the studio album.
