I think the song is about one of those silent French movies where it's all black and white except the red balloon. She is chasing it but you can't tell if she let it go or if the "four winds blew it away." she doesn't even realize that she's chasing after her lost love, so she doesn't know she is the proverbial "girl with the red balloon".

Type in The Civil Wars "20 Years" (Lawerence High School Classroom Sessions Pt.3) Skip to 4:22 and John Paul provides a little info. about it. I'm sure not as much as you'd like but I think that's kind of what they were aiming for.. To create a little bit of a mystery and cause conversation. It's kind of like abstract art. They provide the artwork but we draw our own conclusion of what we think it means. We fill in the spaces that are a bit ambiguous.

It's about a Journalist who was looking for Banksy (who painted the piece the title references) and finds a girl who claims to be the subject of the piece in a bar. They are talking about the girl and if she is the subject of the piece and what would make her say she is. It's questioning her motives and intentions.
