technically if you have auto tune on a soft setting it will still allow your voice to waiver out out of tune before correcting it, although the effect during that one part where he's using the harmonica mic sounds like a slight distortion and heavy chorus effect

It is highly likely she slept with her producer or whatever so he can autotune the shit out of her so she can make what people call 'music'. If you ask a professional, music from Kesha, Dev , Tpain and autotune users is not considered music and they are not musician let alone an artist.
