I believe this is true, according to what I've read, when Hackett was trying to gracefully exit from GTR he proposed Brian May as a possible replacement so they would've been working on this at that same time.

Wonder if Steve wrote this (uh... did Steve write this?) with an eye toward making it a Gtr song? The era is right. (I have most every SH album but not this one. He did it around 86 but only released it in the mid to late 90s...)
