Significant. Thats was describes it. Garak is my favorite FULLBLOODED Cardasian in the show, (due to the fact that Tora Ziyal is only HALF-Cardasin), it is very good to see her and Garak kiss. Sisko hits Garak because of, (thanks to Garak), Sisko is now an accory to MURDER. Garak is a master interigator, he doesn't use torture, he just sits and looks on his victim. As one of them said after the interigaton: "His eyes, his eyes". Magnificent.
