i think the idea of this scene might be that clark isn't in love with lana anymore. his heart was trying to hold on to a feeling and keeping lana finally. he didn't say i love you back to her. that is why it is sad. it is a true goodbye for this couple. They could have make it work, but freaking lex luthor...

This was a sad scene but don't forget Lana did things that not only hurt Clark but mostly herself, Lana was selfish, self-centered, shallow, spoiled, jealous, spiteful, and didn't care for anyone else but herself. She tried to keep Clark all to herself and didn't want to share him with anyone she got jealous if any female grabbed his attention she was especially jealous of Chloe. Lana claims she knows Clark but she doesn't if she did know Clark how come he couldn't tell the difference between Clark and Bizarro Clark but Chloe could? She locked Chloe in the wine cellar at Lex's house on the day of her wedding just so she could find out Clark's secret without thinking about what would've happened to Chloe. She became obessed with finding out Clark's secret like Lex and Lionel did. When Lana got temporary superpowers she put Lois in the hospital, she stole money from Lex, she arranged for Lionel to be kidnapped and he called her on it by saying if Clark knew about what she did he would turn away from her. Lana told Lionel that Clark pulled her away from the edge of darkness but that was a bunch of shit Lana didn't want Clark to see her true character because she knew he wouldn't want her. She and Clark kissed after disaster at their graduation without regards for her boyfriend Jason Teague's death. She's done bad things to hurt people including Clark to get what she wanted but everything kept getting blown up in her face she really didn't love Clark she loved only herself. And always made everybody own up to what they did from Chloe, Pete, Lex, Lionel, his parents, Oliver, Bart, Alisha, Arther, Zatanna, Lois everybody else but Miss Perfect Lana Lang she could do no wrong in his eyes. So excuse all those Clark/Lana shippers out there if I feel little sympathy for Lana Lang, but you should blame the writers for writing her character like that. And for writing Clark as a pansy for never calling Lana out on all the shit she's done otherwise he would've dropped her a lot sooner.
