I doubt this song is actually about drug/alcohol rehab. Sage is very open in his songs about being drug/alcohol free. Rather, he is comparing religious bliss with drug addiction. The idea of 'Going Back to Rehab' seems to refer to again removing the influence of religion from his life, especially considering his following album.

since the foundation of 12 step is to work on becoming self-less, instead of self-ish. most always those who are 13-stepping, end up in relapse. usually right a long side one the new members they picked up/took under their wing. This is why they say you should not have a sponsor that is the opposite sex

13th step is usually associated with someone in a 12 step program who has been around for a while aka should know better, and "preys" on younger / newer members. Looking for sex, relationships, even just using them for money, to make themsevles feel better/ different, etc.

13 steps is a term coined by AA/NA, its usually a derogatory remark...i think this is about an "inherited addiction", the experience of watching a parent or adult figure struggle with an addiction, as a youngster - then finding himself in the same struggle, as an extension to the cycle, as an adult. typical sage - way deeper than any sane mine could understand =)

"13th step" is when a AA or NA member relapses once achieving the 12th step. "yeah, I'm a friend of bill" 2:48 Friend of Bill is an insider term for a member of AA. (Bill Wilson is credited as the founder of AA.) It's a way for AA members to discretely ask one another if they're members without overtly saying "Hey, you an alcoholic?" Much like the gay community has the phrase "friend of Dorothy"
