"Rarer" than the key of C? Anything relate to pop or folk is in the key of C or Am. Not that the key of C is bad, just it's the most common. Also I'm not sure how old we are talking when you say traditional but generally speaking they are in the key of C.

Yes, definitely a tin whistle, but not a standard one. It's made in the key of C which is rarer than the traditional ones used in Irish folk music and can be hard to find.
