Actually, Running Wild is a power metal band, but they started moving into power metal territory about at the same time when they started their pirate metal image. Nothing power metal about the first three albums, though.

Musically speaking, you're right. I have never myself seen RW as a true power metal band but they have some songs you can associate with power metal - and they are only few, not the majority of their songs. I can see the same with bands like Savatage, Virgin Steele and Fates Warning. More suitable for 80's power metal bands are Helloween, Rage, Scanner, Mania, Heavens Gate, Riot, OMEN, Liege Lord, Cloven Hoof, Atlain, etc.
