This is indeed on Reckoning though I don't think it's on the first pressing of the CD. The footage was shot at Miller's Whirligig Farm in Rabbittown, an unincorporated community north of Gainesville, GA, not at Howard Finster's place in Summerville. The short film this is excerpted from, Left of Reckoning, was released on the When the Light Is Mine DVD in 2006.

My God, this song is fuckin' fantastic; so otherworldly, unique, ethereal and ahead of its time. Reckoning is easily one of the greatest albums of the 1980s, darn shame that it's underrated.

This is tribal music for suburban kids living on the outskirts of any major US city in the 80's and 90's. I first heard of this song by Pavement on No Alternative (OK I'm dating myself there) but I never bought a single Pavement album (maybe I should have). But I bought every early REM album I could and I was glad that Chronic Town was included on Dead Letter Office.

this is all driven by musicopolitical (yes, I just created a word) agendas. REM is one of those bands that will forever remain undefinable, unifying, primeval.... They had the sloppy drunken guitar of Peter Buck, the genius lyrics of Mr. Stipe, and the classic rhythm section of Mills and Berry. And it will always remain, unassailable, forever... Cheers! Just for the record, Stephen Malkmus is no idiot. Malkmus clearly worshipped REM and was inspired by them in his own musical career. He has an REM tribute song that includes the lyric, "Time after time was my least favorite song." Now think about it for a second. It's his least FAVORITE song. That is the highest compliment you can give an album because you are saying, in effect, every song is your favorite. And one happens to be his least favorite. I love REM and Malkmus.
