This is clearly about an alcoholic wife and the husband who keeps giving her chances. I have always thought that the "they build buildings so tall these days" is either just small talk made between a husband and wife who are trying to divert themselves from their issue, or also a comment on how she is always drunk and in positions where she is either falling and looking up from the sidewalk or in a hunched over position by the toilet, looking up out of her bathroom window at a skyline where, in her drunken state, she marvels at how tall buildings are. This song is definitely not a happy or cutesy song; it's actually quite sad.

To me, the "they build buildings..." line represents something simpler than what most people on here are postulating; I think it he's just using it as a distraction. Anything to talk about, even something mundane to make small talk, just to avoid talking about the real elephant in the room.

You are so right, that's exactly how I see it too. "Her conscious would issue yet another last warning, saying "they build buildings, oh they build buildings, oh they build buildings so tall these days" The wife tells herself she can give it up because people can build buildings so tall. It's a way of telling themselves they can do anything.

The ending to this song always reminded me of how, like in the end of some movies, they replay earlier scenes in reverse, as a way to summarize the whole movie or like when a character has a sudden realization and all of the earlier scenes come flooding back to them in broken parts. I dunno.
