He/she is probably talking about the "My Iron Lung" EP which came out a few months before the Bends. The My Iron Lung EP is 8 songs, which is just about long enough to be considered a true album (if the songs were slightly longer), so it's actually forgivable to think My Iron Lung is the true second record. The rules for what's considered an EP and what's considered an LP get blurred around seven or eight tracks.
