I believe it's to wet his fingers for smoother plucking (I've seen a bassist on YouTube playing Queen songs doing that).

I'm not certain but I'm guessing that he puts his fingers in his mouth to put his pick between his teeth or lips so he can use his fingers on the bass, although I'm not sure about that because in the early days of Queen he did not use a pick often.
