Points of Clarification:

1) "Qeeb zog" can be taken as late or slow or behind.

For the first four lines you can take it as being a step late, a step slower, or a step behind. The gist of those lines though is portraying the fact that singer/narrator was only a moment late, a moment behind someone else, and that small moment was all the difference between bliss and despair.

2)" Li ib pliag ntshig li ib ntsais muag xwb tiag tiag yom/It's just like a split second, just like a blink of the eye"

This sentence may not make sense on it's own, but I blv it is made to support the line before it: "Cas lub sij hawm yuav tas sai ceev ua luaj li/Why does time finish so fast?" A combined/broader translation of the two lines would be something like: Time certainly moves by fast, just like the blink of an eye. "tiag tiag yom" in the line is like the singer addressing the audience. A translation for that phrase with the whole line would be like "It's just like a split second, a blink of an eye, isn't it?" ... "tiag tiag yom" is sorta of like that rhetorical question or that phrase you make into a question. Hope that make sense.

3) "Cas lub sij hawm yuav tas sai ceev ua luaj li/Why has time gone by so fast?"

Can also be translated into "oh how fast time has gone by." IT depends on whether you take him as asking a question or just making a statement...although I blv it seems more like a whimsical question rather than a statement.

4) "Txawm siv tag nrho poob kiag koj rau luag xib teg/Everything is gone and done, and now

I've placed you in the hands of someone else"

This line is a reflection of all the lines before it.

5) "Ntshe lub sij hawm" "Ntshe yog kev txhaum"

The word "Ntshe" has a lot of possibilities. The word itself is representing possibilities :P Maybe, possibly, perchance, probably etc. It also seems to signify a more rhetorical question feel rather than a solid question. In the context of the song though, I blv that "ntshe" reflects more of a sad/hopeless tone. Hope that helps.

6) "Xav los zaum qhia" "Xav los zaum mloog"

A more literal translation of these lines are "I want to sit and tell you" "I want to sit and listen to you" ... The "sit" is referring to a desire to want to be face to face with the other person while he/she talks/listen. However, I left out the translated "sit" because i felt that it semed to make the English translation a bit awkward.
