It's a walkdown. This sample is originally from the audio recording of Isaac Hayes - 'Ike's Rap II'. It was sampled by Portishead - "Glory Box' for half of this mashup. The other half is Tricky - 'Christiansands'. They blend together very nicely. One of the best mashups I have ever heard. There have been many songs with this type of bassline. Check out Quincy Jones - "Summer In The City", or Wallace Collection - 'Daydream' for shining other examples.
