The song on Of June is called "Panda Bear", not "Polar Bear"... also I don't hear whispering at the end, I think it's just the music :)

There is another song of his called "Polar Bear" in his Owl City project in the album Of June. And though I hate to dis any work of Adam's I think this if better. Sorry.

I think Arctic is the best album of them all. It has a distinctive deep wavelike sound. It takes you to a magical place. He should do more albums like these for Port Blue. Its a shame he won't release this. A lot of people would die for it.
