By -your- definition. They could very well be steampunks. Just because at this particular moment they aren't wearing goggles, strange gadgets, and aren't clearly in a mad scientist lab or airship doesn't mean they aren't steampunks. "Steampunk" is (or -should- be) a very broad genre open to a great number of interpretations.
