Not all of it, but the majority yes. Perpetual Black Second happens to be one of those that isn't always 4/4...the intro for example is 7/4 on 4/4 and they further obscure the 7/4 by doing some heavy syncopation. Also, just because polymeters can line up (like 7/4 and 4/4 every 4 bars) doesn't mean the 7/4 doesn't exist, because it creates a different feeling. Also, Meshuggah probably doesn't even think about this stuff when writing. So it's kind of whatever.

It's all in 4/4 time, they just cleverly use accents on unconventional beats. Absolutely brilliant!
