It has a double meaning: the woman he loves has packed up and left, but at the beginning he's begging her to bring them back inside and stay with him, by the end of the song she has left him with her bags in tow. After she's gone he is haunted by the memories, "footprints on the floorboards; lipstick on the sheets", and though he has tried to get rid of her things (more "baggage") and the memories associated with them, "tell myself they've faded", he is still reminded of her, "don't we all, just a little bit?"
