one of the cool things that makes this track unique is that it is 3/4 instead of traditional 4/4. the music and vocal tracks gives that away if you count the measures but the beat is consistent and could easily be used in a 4/4 recording say for an example like "Billie Jean" by Michael Jackson but sped up a little. this is one of my favorite and underrated production used by Outkast. i could ride around and listen to this one all night.

In my opinion, the off counts are what make it so brilliant. The changes are beautiful, but the way they fit into the bar is just breathtaking to me. It takes a special talent to rap over something like this.

The drums are playing in 4/4 and the melody is going overtop in 6/8. This means the beat evens out and hits on the 1 every 3 bars of 4. Brilliant composition.
