I actually looked at the original Rifts release, and Actual Air is listed in place of Time Decanted. Both songs also have the same length, so it's possible the original Rifts mistakenly called Time Decanted Actual Air. This video is from 2010 too, so that might be why the track title is wrong.

In my opinion, BoC were about 15 years ahead of their time, they just didn't have the software/processing power/access to as much (or many) samples, etc.
