Nope, in the beginning, Mistoffelees wasn't calling him a bore. It was actually Quaxo. Mistoffelees only appears a couple of times outside of his number.

Well, the cat calling him a bore is generally regarded to be "Quaxo." Mistoffolees has the special vest/fur that the actor puts on later. They just happen to be played by the same actor because it's such a dance-heavy show.
