Similar to what aisger said, I personally think he's saying that he (and by extension us) were born with immoral qualities and that we shouldn't pretend that our surroundings or society put it in us to be play the villain.

This idea, I believe, is also the underlying concept of the entire album. He's explained in interviews that he felt his prior 2 albums (EMDM & THEOL) were the result of quite a dark period in his life, and if you listen to them closely they are, thematically, laments about society and all of its percieved problems. This album is a personal statement about him emerging from that dark period and coming to terms with "the way things are", moving on and getting back to kicking ass.

He's advocating embracing our nature - the flaws and vices that make us human (lust, greed etc) - rather than lamenting it (being miserable about how these flaws and vices manifest themselves in society i.e. - playing the victim). As humans, we are, at least in Manson's opinion, quite literally "born villains". We should just learn to accept it rather than trying to change it. That's my interpretation anyway.
