Firts I thougth it was something like old fashion play in a stereo in slow down rpm. But then the vocals do not sound distorced, sounds original. Defenetly is not Peter. Vini Poncia was my first guess for obvious reasons, but we cannot disconsider "rocsalt" hypotesis of "a guy in his garage goofing around and putting it up claiming it's some rare demo"

No shit, Charlie. It's likely Vini Poncia doing a guide vocal for the rehearsal. Why is it everyone on YouTube thinks it's sacrilege to work through a song with a different set of lyrics, play something differently than it wound up on the album, or even have a different person sing, like here? What is wrong with you idiots?
