The album and single do not seem to be available digitally. However, you can still buy the soundtrack album on various sites, such as Amazon etc. The single itself was only released promotionally (why, I don't know... should have won an Oscar for Best Song), again, you can find the promotional cds on various sites but usually on eBay

The song was co-written and co-produced by kd lang and Rick Nowels for the film Anywhere But Here.

Both the film and soundtrack were released in 1999, though information I've read suggested that this video was not aired until 2001, I'm not sure how correct that is.
