For me it's obviously about a career but personally I always think of Clove, Because firstly she was from the Masonry and Weapons District so Iron kind of references that, The bit where they say I heard his cannon, Even though she died before he did it's like she was talking about Cato, and when they say our Shields are shattered glass Clove was known for being a smaller than the others but a bit mentally off so it's like she's finally saying the truth about what people In the Peacekeeper and mine ridden District 2 that everyone thinks is so great and on the Capitals side but in reality is just as bad even worse as Careers aren't allowed to show their emotions

I see a Career going through the same process Cato (movie) did. It was just a game, then they realized just how easy it was for them to kill. Then a close friends (Clove) died, and they become disillusioned with the Games

This reminds me of the career tributes. They volunteer because the capitol lies and makes it look like playing in the games is an honor. If they win, they get showered with gifts and money, fame and power. But once they win they realize that its not worth what they went through. they think the lost tributes should have the fame for dieing. So " i heard his cannon but weres his fan fare" is alot like Rue. she means so much but no 1 in the capitol cares because she didnt win! and victors hatesit
