This scene was done wrong in my opinion, at first it appears they are trying to establish the EITC as being the bad guys with the whole "right to...suspended" and having a kid there. But once the kid starts singing, everybody else does too so it establishes everybody there IS a pirate and deserve to be hanged and the EITC aren't just randomly killing off a bunch of poor people.
