Deely Stan is right. Steve Hackett primarily utilizes fingerstyle for acoustic pieces like these. Steve Howe uses hybrid picking often.

I want to dislike it because the only reason why this song exitis is there is a rule on copyright : 100 years or something after your death your works are in the public domain. This piece is just copied on bach's work bwv 1007. So I'm gonna dislike this plagia.
