Actually if you look at the liner notes, the engineer & recording studio for both this and "Heatwave" are the same for the TNI album, but not tracks like "Re-animate" that were for the Toxic EP that are listed as being recorded in 1990. So at least "Target" & "Heatwave" were recorded during the TNI sessions. Also, the vast majority of Noise Unit's 'Strategy of Violence' was as well since that first came out in 1992.

This track was originally suppose to be on an e.p. called Toxic that was never released. Other tracks that were originally suppose to on it were Toxic, Mutilate, Re-Animate, and Laughing Pain. They decided that the tracksa weren't all that great and decided to release them as b-sides. It was suppose to be released before T.N.I. I guess they doubted themselves too much then because those tracks are great! Especially Re-Animate and Target.
