There was no auto tune on this song. Auto tune DID NOT EXIST in 1997. What you're hearing is a separate harmony recording by Reese Roper that was combined with the lead vocal. Same goes with the guys doing the "ooooo...ahhhhhs."

I asked someone who knows about stuff like this, and he says it's just an artifact of YouTube's compression algorithm. I hear something very much like autotune on a Hank Williams song, so I KNOW that that's not autotune.
