@hankwilliams1000 - No, although it sounds like a Jimmie Rodgers song or the melody is similar to one of Jimmie Rodgers, Ernest Tubb actually wrote this song for his wife Elaine. (note the title of the song, "Blue Eyed Elaine") Tubb wrote quite a few songs in the 1940s.
