I'd like to take this moment to recognize that this song speaks of Utopia, we have to recognize that every culture has tried this ideal of the just society... and failed. Marxism with the elite of the state, Islam with Sharia, Vatican City, Calvin society, Scottish Enlightenment with America and the Tower of Babel just to name a few. See, why America stands unique among these is the fact that the gathering of power is set to the people to be just. E Pluribus Unum is a direct reference to the Holy Trinity. And if we are made in God's image, and I mean all races, then we are all equal.

I have an interpretation of this song that is quite different from what most people seem to understand of it. I think this song is not about "oh, how great it would be if that utopia could come to be". Instead I think it is a subtle jab at people who believe in such things. The lyrics at the end don't make much sense if you take them as attacks to the current system (except religion, but since it has not much to do with this song, I don't think it's about that). The lyrics are "Why should we believe you? We won't succumb to your delusions[...] Why should we believe you? We won't succumb to your decieving". I think the voice(s) speaking througout most of the song represent the followers of a new utopia, that is, like the others, bound to fail (giving the "We live in a time where all enterpises fall" an ironic echo) and led by a delusional if not outright manipulative leader (giving yet another ironic echo, this time to "We should beware of the wolves that haunt us"). It makes the song a bit more subtle.
