I think it is about zombies but the zombies are a metaphor for something else. It seems to me that the zombies are like bullies and mean people who are dragging him and his lover down. So much so that it leaves them depressed and he feels he should shoot her to save her from further pain, plus he knows she is dead inside anyway, but he can't do it.
