It's 'Deliverence' by Regency Buck.just googld the 'free to change your mind anyplace or time' lyrics and found it. and the doctor changed because he regenerated. it's what he does when he's going to die - he tranforms into a new body. it's the way the producers explained the change of actors in the original show- it was so popular the show went on for ages and they had to replace the actor who played the doctor so they made up this 'regeneration' thing for it.
