Cliff wrote it first, Desmond recorded it. Cliff recorded it again, same backing track (because they had the same producer (RIP Leslie Kong). Who wins? The listener :)

According to All Music Guide: Cliff wrote the song, Dekker recorded it first (in '69 or '70, I think), then Cliff semi-covered his own song for "The Harder The Come", by recording a new vocal over (an apparent remix of) Dekker's original backing track. At least that's what THEY say... Summary: a convoluted history, one great song, two great performances!
