This song does has a strong tonal centre making it quite opposite of atonal. the root note that it keeps coming back to is the main characteristic of the song. I think the term you might be thinking of is something resulting in a lack of chord progression. While I'm not a fan of constant home notes throughout, the reason I can stand it is because of the timbre of the lead guitar. It's fairly unique sounding.
